No Balbir, its a memorial to Sir Goldsworthy Gurney who lived in the mansion in the background and invented, among other things, the Bude-Light, a very bright form of oil lamp that was used to light the House of Commons for 50 years.
It is supposed to light the constellations and a beacon at the top, but I was unlucky when I waited for it, so had to make do with this shot.
